Medicare financial assistance

Because the cost of healthcare continues to rise, especially for seniors, it is important for them to have access to Medicare financial assistance.  There are several ways for Medicare beneficiaries to access financial assistance to help alleviate the burden of medical expenses.  We will go over a few ways beneficiaries can get financial assistance with their medical expenses.

Medicare Basics

Before we go over financial assistance programs, it’s important to understand the different parts of Medicare.

1. Part A (Hospital Insurance) – Covers inpatient hospital stays, skilled nursing facility care, hospice care, and some home health care.

2. Part B (Medical Insurance): Covers outpatient care, doctor visits, preventive services, and some home health care.

3. Part C (Medicare Advantage): A private insurance plan that includes coverage from both Part A and Part B.

4. Part D (Prescription Drug Coverage): Offers prescription drug coverage through private insurance plan.

Medicare Savings Programs

Qualified Medicare Beneficiary (QMB) Program: This program helps pay for Part A and Part B premiums, deductibles, copayments, and coinsurance for individuals with limited income and resources.

Specified Low-Income Medicare Beneficiary (SLMB) Program: Offers assistance with Part B premiums for those with slightly higher income levels than QMB.

Qualified Individual (QI) Program: Provides help with Part B premiums on a first-come, first-served basis for those who meet income requirements.

Qualified Disabled and Working Individuals (QDWI) Program: Assists certain disabled individuals who lost premium-free Part A due to returning to work.

Extra Help with Prescription Drug Costs

The Extra Help program assists with Part D prescription drug plan costs, including premiums, deductibles, and copayments. Eligibility is based on income and resources.

State Pharmaceutical Assistance Programs (SPAPs)

Some states offer additional assistance for prescription drug costs beyond what Medicare provides. These state-sponsored programs vary, so beneficiaries should check with their state’s health department for details.

Medicare Advantage Plans additional benefits

Some Medicare Advantage plans offer additional financial assistance beyond original Medicare.  Medicare beneficiaries who have limited income and assets qualify to enroll in DSNP MAPD plans. These may include reduced copayments, coverage for vision and dental care, and other benefits for groceries rides to medical appointments and much more.

Medicare and Medicaid – Dual eligible benefits

For individuals eligible for both Medicare and Medicaid (dual eligible), both programs work together to provide comprehensive coverage. Medicaid can help cover costs that Medicare doesn’t, such as long-term care, and assistance with co-pays, coinsurance and more.

Appealing Decisions and Seeking Help:

Beneficiaries have the right to appeal if they disagree with a Medicare decision. Additionally, various organizations and resources, such as the State Health Insurance Assistance Program (SHIP), can provide guidance and assistance in navigating the complexities of Medicare.

Medicare financial assistance programs play a crucial role in providing seniors access to the healthcare they need without facing overwhelming financial burdens. It is essential for beneficiaries to be aware of the programs available, understand eligibility criteria, and seek assistance when they need it. By taking advantage of these resources, individuals can navigate the Medicare maze and enjoy the peace of mind that comes with comprehensive healthcare coverage.

Medicare Savings Plan CT 2024

The Medicare savings plan CT 2024 could make a big difference in the lives of many people struggling to pay their health care costs.

Connecticut provides financial assistance to eligible Medicare enrollees through Medicare Savings Programs.

Qualified beneficiaries receive help through one of three available Medicare Savings Programs.  qualification for each level depends on your income. If you qualify for any of the three levels, DSS will pay your monthly Medicare Part B premium. In some cases, enrollees receive help paying both Medicare deductibles and co-insurance. Medicaid funds the MSP program in CT.

The three levels of Medicare Savings Plan help

Each level of extra help is decided by your gross income.  If you are married, your spouse’s income is included. Every level of the MSP program pays for your Part B premium.  The monthly income limits are effective from March 1, 2023, until February 29, 2024.  After that date, the new income limits take effect.  When CT releases the new amounts, will add them in.

QMB – This level of help pays your Part B premium.  Part B covers doctor visits, some preventative care and outpatient hospital services.  QMB also covers your Medicare deductibles.  The deductible is how much you pay before your Medicare insurance starts to pay. QMB benefits also cover Co-insurance payments. Co-insurance is the part of Medicare approved services that beneficiaries are responsible for paying.

The QMB is the only level of the Medicare Savings Program that acts like a Medicare Supplemental or Medigap plan.  It will cover the costs of the deductibles or co-pays of Medicare Part A and Medicare Part B up to the Medicaid approved rate.  It will also pay the premium for Medicare Part A for qualified adults 65 years of age or older when they are not eligible for premium free Medicare due to work earnings.  You are protected by federal law from being “balanced billed” or billed for services after Medicare Part A and B pays its portion of the bill, if a provider agrees to treat you, whether or not the provider is a Medicaid provider.

SLMB – This level of extra help pays your Part B premium only.

ALMB – This level of extra help also provides payment for your Part B premium only. Help on this level is available on a first come first served basis as it is subject to available funding.   Beneficiaries who receive Medicaid are not eligible for this program.

Every level of MSP automatically enrolls you into LIS (Low Income Subsidy) also referred to as Extra Help.  Extra Help either pays the entire cost of a benchmark Medicare Part D plan, or part of a non-benchmark plan.  It also covers the annual deductible, co-insurance and co-pays. Extra Help coverage stays the same even in the coverage gap (donut hole). Beneficiaries who receive the LIS also have additional SEPs to change Medicare Part D or Medicare Advantage plans if they want to.

How to Apply for MSP

You can apply for these benefits online, through the mail or by brining your application to a local DSS office. If you need help completing the application, you can authorize someone to do the application for you.

Medicare Savings Program CT 2023

If you are either a Medicare beneficiary, eligible to receive Medicare or a Medicare agent who offers plans in CT, you need to understand the Medicare Savings Program CT 2023.  This can be a very useful tool for some clients who have a lower income.

The amount of extra help you receive depends on your gross income level.  Single people will use their gross income to determine eligibility and level of help.  Married couples’ eligibility depends on their combined gross income.  The monthly income limits in the chart below are effective as of March 1, 2022.

If your income falls either at or below the income levels listed below, If you are not sure if you are eligible to receive extra help; we have listed the income levels below:

There are 3 different levels of MSP:

The level of help you receive is based on your gross income.  Please see below for MSP levels and what they provide:

QMB – this level of extra help pays your Part B premium, all Medicare deductibles and co-insurance.

Income levels for QMB are as follows:  Individual, $2,390 of gross income per month,  couples, $3,220 per month.

SLMB – this level pays your Part B premium only.

The income levels for SLMB are as follows:  Individual, $2,617 of gross income per month, couples, $3,525 per month.

ALMB – this level will provide payment of your Part B premium and is subject to availability of program funds. If you receive Medicaid, you cannot participate in this program.

Income levels for ALMB are as follows:  Individual, $2,786 gross income per month and couples, $3,754 per month.

If you receive any of these levels of MSP coverage, you are automatically enrolled in the Low Income Subsidy (LIS), also called “Extra Help” with Medicare.  Once you are enrolled in LIS, Medicare pays the full cost of your Medicare (Part D) prescription drug coverage i fit is a benchmark plan.  Medicare will pay a portion of anon-benchmark plan.  They will also provide payment of your annual Part D deductibles, co-insurance or co-pays.  This does not change if you hi the coverage gap (donut hole).

Once you have LIS, you have a special enrollment period to change either Part D or Medicare Advantage plan.

There have been some updates to the income limits for the Medicare savings program CT 2019.

The first question you might ask is; who is eligible for the Medicare savings programs CT 2019?  Anyone that qualifies for Medicare part A who has income below a certain level may be eligible for the program.  In most cases, you qualify for Medicare Part A when you turn 65.  Although, certain people who have a permanent disability for 2 years or more can also qualify.

Below is a chart that shows the current income limits for the Medicare savings program Ct 2019:

    Program   QMB   SLMB   ALMB
     Single income   $2,196.51   $2,404.71   $2,560.86
     Couple income   $2,972.99   $3,254.79   $3,466.14

If you have Medicare Part B:

You may receive help paying your monthly premium.  The premium for Part B normally comes out of your Social Security check.  When you qualify for any of the Medicare savings programs (either QMB, SLMB or ALMB) the state will pay your Part B premium.

If you do not qualify for Part A or Part B benefits,  the state of CT will help you get them.  If you qualify for QMB, the state will pay your Part A premium for you.  You can “conditionally” apply for Medicare Part A through your local Social Security Administration office or by phone at 1-800-772-1213.

When you qualify for any level of MSP, you are able to apply for benefits outside the normal enrollment period.  This enrollment is called a “buy-in”.  The QMB program will also help with co-insurance payments as well as deductibles.  The SLMB and ALMB programs do not pay either co-insurance or deductibles for you.

These programs take time to go into effect.  It can be 90 days before there is a difference in your Social Security check.  If this happens, Social Security will reimburse you for the premiums that you paid during that time.  Keep in mind, there is no asset limit for any of the programs.  The only thing that matters is your income.  The amount of help you get will depend on your income.

What is considered income?

Things such as; wages, alimony, rental income, interest or dividends as well as Social Security, pensions and disability payments area all considered income.  You will not have to supply proof of your income when you first submit your application for benefits.  Social Security can easily check the information you provided them.  They will notify you if they need more information to process your request.

About the Medicare Savings Program Connecticut 2018

Medicare Savings Program Connecticut 2018 (MSP) is available those below certain income levels. As a result, the program does not take assets into consideration for eligibility.  There are three levels of the program you may qualify for if your income is below the guidelines.

  • QMB (Qualified Medicare Beneficiary):  Pays for your Medicare Part B premiums, as well as Medicare deductibles and/or coinsurance.  Most people do not pay a premium for Medicare Part A, although the QMB program will pay part A premium for those with a Medicare Part A premium.
    • the income limits for 2018 either single $2,135.32 a month or couple $2,894.92 a month.
  • SLMB (Specified Low-Income Medicare Beneficiary): Will pay for your Medicare Part B premium
    • the income limits for 2018 either single $2,337.72 a month or for a couple $3,169.32 a month.
  • ALMB (Additional Low-Income Medicare Beneficiary): Will pay for your part B premium;  You may not have any other type of Medicaid program while enrolled in the ALMB program
    • income limits for 2018 either single $2,489.52 a month or couple $3,375.12 a month
