MSP Connecticut 2019
As an agent you need to be aware of the new income guidelines for the MSP Connecticut 2019. Please use the guidelines to help you determine if your client is eligible for this program. Your client must qualify for Medicare Part A and have income below the specified level to be accepted into this program. Most clients are eligible for Medicare Part A when they turn 65, however some individuals with a permanent disability can also qualify for Part A benefits.

If your client qualifies for Medicare Part B:
They can get premium payment help if they fall under the income limits listed above. If your client qualifies for the program, the state will pay The premium for Part B. Because the premium comes out of their Social Security check, they will have more money in their pocket. This is the case, when someone qualifies for any of the Medicare savings programs (either QMB, SLMB or ALMB). The state will pay the Part B premium for qualified individuals.
The State of Connecticut can help clients get both Part A and Part B benefits. Clients who qualify for QMB, will have the state will pay their Part A premium. Clients can either apply for part A through the local Social Security office or over the phone at 1-800-772-1213.
If a client qualifies for any MSP program, this is called a conditional enrollment. That means they can apply for benefits outside of the usual enrollment period. Their enrollment is referred to as a buy in.
The MSP Connecticut 2019 program has many benefits.
The QMB program helps with medical expenses that include; co-insurance payments as well as deductibles. The SLMB and ALMB programs do not pay either co-insurance or deductibles for you.
Clients are eligible to receive a monthly Part D premium subsidy of $36.20. They will pay a maximum of $3.40 for formulary generic drugs and a maximum of $8.50 for brand name drugs. They are offered a semi-continuous open enrollment period and have the ability to join or switch plans quarterly. There is also no donut hole for these beneficiaries.

It can take up to 90 days for the plan to go into effect. Therefore, there may be a waiting period before clients see a difference in their Social Security check. If this is the case, Social Security will reimburse the premiums that were paid during that time. There is no asset limit for any of these programs. The clients income is the only thing taken into consideration on this application.
What counts as income on the MSP Connecticut 2019 application?
Wages, alimony, rental income, interest or dividends and Social Security as well as pensions and disability payments area all considered income. Social Security will not ask for proof of income when you submit the application for benefits. They can easily check the information you provide to them. They will notify anyone who needs to submit more information to process your request.
